Duties and Responsibilities:

  1. Oversees and has responsibility for the administration of the day-to-day financial operations of the Agency.
    • Manages the day-to-day financial operations of the Agency.
    • Oversees cash flow management.
    • Oversees investment portfolio.
    • Oversees the Agency’s finance and accounting systems including:
      • General Ledger, accounts payable, accounts receivable.
      • Payroll management.
      • Cost reporting.
    • Administers grant funding.
    • Assists the Chief Executive Officer with finance related Agency operations including:
      • Contract management.
      • Independent audit follow up.
    • Supervises finance and information systems support staff; counsels and advises staff members.
    • Oversees the monitoring and documentation of staff performance.
    • Oversees and/or creates programs/in-services for staff to enhance their skills.
    • Assists accounts payable and receivable supervisors in interpretation of:
      • Agency policies and procedures.
      • CMS regulations.
      • N.Y.S. regulations.
      • Reimbursement issues.

    2. Participates in agency planning and implementation of finance related processes. 

    • Organizes and implements budget preparation process.
    • Initiates systems development and installation.
    • Attends Board of Directors meetings and committee meetings as requested.
    • Maintains liaison with other community agencies.
    • Participates in Administrative Management team that reviews agency policies and procedures.
    • Evaluates liability and statutory insurance.
    • Participates in special projects.
    • Assists with the design, modification and update of all needed forms to facilitate appropriate financial record keeping in conformance to state, federal, CHAP regulations and guidelines.
    • Keeps abreast of industry and professional changes and innovations in documentation and incorporates into VNSHS policies and procedures.
    • Develops statistical methods to evaluate program effectiveness and reports same to Chief Executive Officer on a scheduled basis.

  • Graduation from an accredited college with a Bachelors degree in Accounting or Finance.
  • Masters in business administration preferred.
  • CPA desirable.
  • Currently licensed in New York State.
  • Five years progressive financial responsibility. 
  • Agency policies and procedures.
  • CMS regulations.
  • N.Y.S. regulations.
  • Reimbursement issues. 


Physical/Cognitive Requirements:

  • Physical agility in the form of being able to ambulate, drive a motor vehicle, and negotiate stairs.  Vision acuity correctable to normal with normal color perception.  Hearing acuity correctable to normal.  Acute sense of smell for normal perception.  Ability to verbalize so that the average person can comprehend.
